Rodman & Rodman, P.C., a firm of CPAs and Business Strategists based in Newton and Braintree, provides insight on the Hiring Incentives to Restore Employment (HIRE) Act, that carries hiring incentives and stimulus measures.
Last month, President Obama signed into law H.R. 2847, otherwise known as the HIRE Act.
Rodman & Rodman outline what the act means to employers who hire qualified unemployed workers:
Under the HIRE Act, employers are exempt from paying the employer share of Social Security employment taxes on wages paid in 2010 to newly hired, qualified unemployed workers. The payroll tax relief applies only for wages paid with respect to employment beginning March 19th and before 2011. There are stipulations though. It applies to workers who: (1) begin employment with the employer after February 3, 2010 and before January 1, 2011; (2) were previously unemployed and; (3) do not replace other employees of the employer.
Employers will receive an up-to-$1,000 tax credit for retaining qualified unemployed workers. The workers must be employed by the employer for a period of not less than 52 consecutive weeks, and their wages for such employment during the last 26 weeks of the period must equal at least 80% of the wages for the first 26 weeks of the period.
For tax years beginning in 2010, the Act boosts to $250,000 the maximum amount that can be expensed under Code Sec. 179, and boosts to $800,000 the beginning of the investment based phaseout amount.
The Act allows issuers of certain tax credit bonds to elect to receive a direct payment instead of a tax credit to the bondholder.
The Act enacts a comprehensive set of measures to reduce offshore noncompliance.
HIRE Act also delays the application of worldwide allocation of interest for an additional three years.
Large corporations should be aware that the HIRE Act tinkers with their estimated tax payments in future tax years.

Eureka, CA resident wins Resort Maps’ Best Worst Trip contest.
WAITSFIELD, VERMONT…
The best thing about a bad vacation or trip is that at some point they have to end. Yet for Eureka, California resident Jennifer Morey, her tale of vacation woe from a family trip overseas in the 1980s earned her first prize in Resort Maps Best Worst Trip contest, a $100 American Express gift certificate.
“I never win anything, so having the best worst story is something,” said Morey. “The last half of the trip itself was such a nightmare, it’s great that I can laugh about it later and take my family out for a nice meal. Still, it would have been much nicer if things went differently.”
Morey’s story involved a family trip to China and Thailand in 1986. While heeding advice not to drink the hotel water, Morey slipped up when she used the tap water to wet her toothbrush. What ensued was what the hotel doctor referred to as, “the worst case of dysentery he had seen.”
So while my family was taking in the sights in Thailand, including the Bridge on the River Kwai from the famous movie, I was stuck in the hotel room,” continued Morey. “None of the traditional stuff like Immodium or Pepto Bismol worked. Desperate, I took some Valium, which, remarkably, they sell over the counter in Thailand, or at least they did back then. It worked, but by then it was time to go home.”
“Jennifer’s story really hit home for the judges for a number of reasons,” said Peter Hans, president of Resort Maps Franchise, Inc. “Most notably, it’s an awful story to travel that far and have it spoiled by being sick. Second, that it’s a memorable story. Who knows if she would be talking about the family trip to Thailand and China nearly 25 years later if she had not had that experience. And that’s what makes it a worthy winner.”
The first runner-up in Resort Maps Best Worst Trip story belonged to Susan Klein, director of the Mad River Chamber of Commerce in Waitsfield, Vermont. Her story of snow in southern California and icy conditions in Maui earned her a one-year membership to the Arbor Day Foundation. As part of that member, she’ll have the option of receiving 10 free trees or donating those 10 trees to a damaged forest.
“We’d like to thank all the entrants who participated in the Best Worst Trip contest,” said Hans. “While it’s unfortunate only two people could ‘win’, hopefully those worst trips are a lot less painful in the rearview mirror.”

Old Colony Elder Services launches new “Sponsor A Senior” Program
Massachusetts ranks as the 39th highest state for seniors suffering from food insecurity. Currently, Old Colony Elder Services (OCES), a non-profit Aging Services Access Point (ASAP) located in Brockton, delivers more than 1,100 meals to seniors and individuals with disabilities each day. But, the need keeps on growing and OCES is appealing to the community for support with the launch of their “Sponsor A Senior” Program.
OCES provided 335,000 meals last year and anticipates a significant increased need during 2010. Funding constraints and the current economic climate make it difficult to keep up with demand. The Sponsor A Senior program is an ongoing fundraiser that will support OCES’ Nutrition Program and help to offset costs while ensuring that no senior goes hungry.
How it Works
Individuals and businesses may Sponsor A Senior by making a donations at sponsorship levels are as follows:
