“Mayors for Meals Day” a Success

Each year, Old Colony Elder Services (OCES), an elder services agency providing supportive resources to seniors living in greater Plymouth county and the Brockton area, participates in the National March for Meals Campaign, sponsored by the Meals on Wheels Association of America (MOWAA) through their special program known as “Mayors for Meals Day”.

This year, Brockton Mayor Linda M. Balzotti and Diana DiGiorgi, Executive Director of OCES delivered noontime meals to Meals On Wheels recipients throughout the Brockton area.

The “Mayors for Meals Day” campaign is designed to increase public awareness of the Meals On Wheels program, recruit new volunteers and encourage local fundraising by involving local mayors and other public officials.

“We have seniors who are homebound and unable to manage their grocery shopping or attend one of our congregate meal sites. The Meals On Wheels program is absolutely essential to them as they would otherwise not get a nutritious daily meal. Furthermore, the daily social contact is crucial to check on the safety of those living alone,” noted OCES Executive Director Diana DiGiorgi.

The Meals On Wheels program serves individuals age 60 and over, as well as disabled persons under the age of 60. A Second Home Care Wait List Starts Today – 1,100 seniors already waiting

As if 1,100 elders on the Enhanced Community Options Program (ECOP) wait list were not bad enough, Aging Services Access Points (ASAPs) were officially notified that a second wait list will be imposed beginning today.

Old Colony Elder Services (OCES) and 26 other ASAPs (non-profit agencies designated by the Executive Office of Elder Affairs, Commonwealth of Massachusetts to coordinate and provide the home care programs for elders) have been notified by the state that another home care wait list for basic services will begin March 1st. The cutback had been anticipated for some time.

This home care basic wait list comes on top of an existing wait list of 1,100 elders who need a higher level of support through the ECOP, which is a program for elders who are eligible for nursing home care, but can be helped to live at home. The new wait list is also on the heels of the FY13 budget proposed by Governor Deval Patrick which will cut 242,000 meals for elders.

According to an instruction released today by the Executive Office of Elder Affairs, elders with limited formal/informal supports and a critical unmet need of grocery shopping, along with elders who have a critical unmet need of meal preparation will not get into the home care program.

For OCES, the Brockton-based regional elder services agency serving seniors their families and caregivers throughout greater Brockton and Plymouth county, this latest cutback means an estimated 60 more elders will not receive services this year.

According to Diana DiGiorgi, OCES’ executive director, “OCES already has 47 elders on its ECOP wait list. In addition, the loss of funding in the meals program would mean that 12,000 fewer meals are delivered across our 23 communities next year.”

In January, the state estimated that it would cost $3.8 million additional in FY2012 to end the ECOP wait list. The basic home care program is currently $1.4 million in deficiency. By June of 2012, it is estimated that almost 1,200 elders will be on the basic home care wait list. That means 2,500 seniors could be waiting for home care and ECOP services by the close of this fiscal year.

Al Norman, executive director of Mass Home Care, said “Community based services like home care are saving state and federal taxpayers hundreds of millions of dollars every year. Compared to 2001, the state has saved 3.6 million Medicaid-funded patient days in nursing homes, as more elders are diverted home instead.”

The Commonwealth has avoided an estimated $592 million this year through lowered institutional utilization. “This is the ‘home care dividend’ that should be invested back in community care,” Norman said.

There is no waiting list for nursing facility care in Massachusetts; in fact there is a 13% vacancy rate in nursing facilities. Adjusted for inflation, the state home care program has lost $23 million in funding since 2009, according to the Mass Budget & Policy Center.

“If we are squeezing down the home care program today, what are we going to say to the baby boomers when they need care in the future?” Norman asked. Today in Massachusetts, one in four households (653,103 households) has someone over the age of 65. 19% of the state’s population is over 60—and seniors are the fastest growing age group over the next twenty years.

“The Administration likes to say we are a ‘Community First’ state,” Norman concluded. “With these cuts, it looks like a ‘Wait First’ state.”

Old Colony Elder Services Appoints Kathleen Ward as Caregiver Advisor

Kathleen Ward, LPN has recently been appointed as Caregiver Advisor at Old Colony Elder Services (OCES), the Brockton based regional elder services agency serving seniors, their families and caregivers throughout greater Brockton and Plymouth county.

In her new position as Caregiver Advisor in the Family Caregiver Support Program at OCES, Ms. Ward will conduct home visits with elders and their caregivers to assess caregivers’ support needs. She will provide one-on-one counseling and offer guidance should any additional resources be required, thereby ensuring that caregivers are taking care of themselves as well as elders.

Ms. Ward is a Licensed Practical Nurse and holds a Bachelor of Science in Human Services and Counseling Psychology from Lesley University in Cambridge, MA. She has more than 20 years of nursing experience. Most recently, she worked as a per diem nurse at The Cedars, an assisted living community in North Dartmouth. She has also served as a private hospice nurse. Prior to that, she was an operating room and surgical nurse at Morton Hospital in Taunton, MA for 15 years.

Ms. Ward is a past recipient of the “Tutor of the Year” award presented by the Taunton Literacy Council, where she was recognized for her volunteer work in the literacy program. She is a resident of Taunton.

Mr. Avitabile held the position of Family Caregiver Support Program Care Adviser in OCES’ Family Caregiver Support Program for two years prior to his appointment to Congregate Coordinator. His new role will include overseeing the senior residents who reside in the Marshfield, Stoughton and Bridgewater congregate housing units and ensuring that their needs are supported in order to remain living independently in the community.

Mr. Avitabile holds a Bachelor’s degree in Criminal Justice from Western New England College in Springfield, MA. He is a resident of Bridgewater.

Amy Diman Joins Old Colony Elder Services as Money Management Program Coordinator

Amy Diman, a resident of West Bridgewater, MA has joined Old Colony Elder Services (OCES) as the new Money Management Program Coordinator. OCES is the Brockton based regional elder services agency serving elders, their caregivers and families in 23 towns in the Plymouth County and Brockton areas.

In her new position as Money Management Program Coordinator, Mrs. Diman will assist elders in managing their household finances, which includes balancing their checkbook, developing a budget and paying bills. Mrs. Diman will also be responsible for training money management volunteers to work with elderly clients. Once the volunteers are trained, Mrs. Diman then becomes a liaison between the client, volunteer and OCES.

For three years previous to OCES, Mrs. Diman worked in Accounts Payable at a small construction company in West Bridgewater. Prior to that, she was employed at Putnam Investments for seven years. Mrs. Diman holds a Bachelor of Science degree in Management Science with a concentration in Finance from Bridgewater State College. In her free time, she volunteers as Treasurer for the Victoria E. Snelgrove Memorial Fund. She also volunteers at the Howard and Rose L. MacDonald Elementary Schools in West Bridgewater in the Reading is Fundamental (RIF) program.

She is a native of East Bridgewater, MA.

Mass Association of REALTORS Awards Grant to Old Colony Elder Services

Old Colony Elder Services, the regional elder services agency headquartered in Brockton and serving 23 towns in the South Shore and Brockton area, has recently been awarded a $2,500 grant from the Massachusetts Association of REALTORS.

Old Colony Elder Services was nominated as a local non-profit to receive the grant by the Plymouth and South Shore Association of REALTORS. The grant, which was awarded by the Massachusetts Association of REALTORS Charitable Foundation, will be put toward Old Colony Elder Services’ Emergency Fund which helps low-income seniors remain in their homes by helping them pay for fuel, medical transportation or utilities.

“We’d like to express our gratitude to the Plymouth and South Shore Association of REALTORS for their nomination of our organization and to the Mass Association of REALTORS Charitable Foundation for awarding us with the $2,500 grant. It will go a long way towards helping seniors in crisis situations,” said Diana DiGiorgi, Executive Director of Old Colony Elder Services.

Old Colony Elder Services Emergency Fund provides assistance to meet the needs of elders in crisis or emergency situations that threaten their health or living status and cannot be addressed through the use of any other resource. In other words, there is no other funding source or agency available to address the need identified.

DiGiorgi continued, “Through the generous support of companies and individuals, we can continue to provide critical services to elders in the Brockton, Plymouth and South Shore communities who are most at risk. Historically, almost half of all the Emergency Funds dispersed have assisted elders with fuel. We had a rough winter last year and we anticipate an even greater number of elders in need this winter.”

Treasurer Steve Grossman, Representative Steve Walsh Keynote Mass Home Care’s 28th Annual Lunch

On Monday, two prominent “Steves” will address a crowd of elder and disability rights advocates at the 28th Annual Meeting of the Mass Home Care Association. State Treasurer Steve Grossman will be talking about his new “financial literacy” initiative, and House Health Care Financing Chairman Rep. Steve Walsh will be talking about health care reform and global payments.

12 staff members from Old Colony Elder Services, the regional elder services agency headquartered in Brockton, including Executive Director Diana DiGiorgi and Assistant Executive Director Tim Valentine, will be among the 250+ expected guests at the Burlington Marriot hotel beginning at 11:30 AM.

Treasurer Grossman will speak first at 11:45 AM, and Chairman Walsh will speak after lunch around 1 pm.

Mass Home Care, which was founded in 1986, is one of the most visible statewide groups fighting for the rights of elderly and disabled individuals. Mass Home Care wrote the Equal Choice law, which was signed by Governor Mitt Romney in 2006. This law says that people on MassHealth have the right to be cared for in the ‘least restrictive setting” appropriate to their needs. Mass Home Care, and its members, is also responsible for securing hundreds of millions in state and federal funding to help keep people living at home; the 30 member agencies provided care management, coordination and monitoring of services for more than 64,000 individuals last year.

According to Mass Home Care, because of community-based programs, MassHealth’s use of nursing facility days has decreased by 29% since 2001; in 2011 this will save state taxpayers almost $600 million in institutional costs. Nursing facility care still comprises 64 percent of all long term care spending by MassHealth. The group says its goal is to reach the point where two-thirds of MassHealth funding goes into community care, where consumers want to be.

Old Colony Elder Services Names Zirka Ferreira Depina as Supportive Housing Specialist

Old Colony Elder Services, one of 27 private, non-profit Aging Services Access Points (ASAPs) serving elders, their families and caregivers in 23 towns in Southeastern Massachusetts, has recently named Zirka Ferreira Depina as Supportive Housing Specialist for the Healthy Living at Home Supportive Housing Program.

In her new position as Supportive Housing Specialist, Ms. Depina will assess and review the needs of elderly and disabled residents at Campello High Rise and refer them to appropriate community programs and services. She will plan and coordinate care conferences as well as structured social, educational and recreational programs for residents. Ms. Depina will also serve as a liaison between the Brockton Housing Authority and Old Colony Elder Services.

For three years previous to Old Colony Elder Services, Ms. Depina was a social worker at Brockton Adult Day Health Center where among her many responsibilities, she assessed client needs though intakes, individual and group counseling and provided referrals to available community services. Prior to that, Ms. Depina was a Housing Specialist at ABCD Programs, which is a homeless shelter, in Boston.

Ms. Depina holds a Bachelor of Science in Social Work from Bridgewater State College. She is a resident of Brockton, MA and a native of Praia, Cape Verde.

“Zirka is knowledgeable and experienced and we’re delighted to have her on our talented team,” said Diana DiGiorgi, Executive Director of Old Colony Elder Services.

Old Colony Elder Services Donates Caregiving Books to 23 Local Libraries

Old Colony Elder Services, an agency that serves elders, individuals with disabilities, their families and caregivers, recently donated caregiving books to the libraries in 23 towns the agency serves in the South Shore, Plymouth and Brockton areas.

The Family Caregiver Support Program at Old Colony Elder Services donated Quick Tips for Caregivers by Marion Karpinski, RN; New Times, New Challenges, Law and Advice for Savvy Seniors and Their Families by Kenney Hegland & Robert Fleming and To Survive Caregiving by Cheryl Woodson, MD. More than one title was donated to provide a greater choice for readers, especially with interlibrary loan available between the individual towns.

Through this donation, Old Colony Elder Services’ Family Caregiver Support Program celebrates the nation’s more than 65 million family caregivers and strives to build greater awareness of the Family Caregiver Support Program and all that it offers. The goal of the program is to help strengthen caregivers’ knowledge and their ability to provide care. One of the most effective ways of doing so is through the provision of educational materials.

According to Rochelle Sugarman, Family Caregiver Support Program Supervisor at Old Colony Elder Services, “The Family Caregiver Support Program is for anyone caring for an adult age 60 and older, grandparents and relative caregivers age 55 or over caring for children up to age 18, grandparents and relative caregivers age 55 or over caring for disabled adults age 19-59 and caregivers of adults of any age with Alzheimer’s disease. We are here to provide resources, answers, direction and/or emotional support.”
