Old Colony Elder Services Advises Elders and Families Where to Turn after storm flooding

Old Colony Elder Services, (OCES) one of 27 private, non-profit Aging Services Access Points (ASAPs) in the Commonwealth, serves 23 towns in Southeastern Massachusetts and urges both residents and business owners who are dealing with severe storm damage and loss to take action quickly and register immediately for state and federal disaster aid.

According to officials at the Massachusetts Emergency Management Agency (MEMA), homeowners, renters and business owners who suffered disaster-related damage or loss should call the Federal Emergency Management Agency (FEMA) registration line at 800-621-FEMA (3362). Multilingual operators are available. Individuals with hearing and/or speech impairments can call 800-462-7585. Online registration is also available at www.DisasterAssistance.gov.

OCES and MEMA advise residents/business owners to register even if you are insured because insurance coverage may not be adequate and some foundation damage may not appear until later. Disaster assistance covers a wide range of losses. Structural damage or repair is covered, as is damage or loss of essential personal property, such as a major appliance or medical equipment (wheelchairs, etc).

OCES advises that once you have registered, there are several very important action steps you need to take. According to guidelines established by MEMA:

Keep critical appointments. A FEMA-contracted inspector will make an appointment to visit your home, usually within a week. Make every effort to be at home or authorize an agent to be present. Use the Helpline option at the FEMA registration toll-free numbers for contact updates, including your agent’s name, a new phone number, or to change appointment times.

Return all forms promptly. After registering, you may receive a U.S. Small Business Administration (SBA) disaster loan application package in the mail. Fill out and return these forms promptly since they are an essential part of the disaster-assistance process.

Stay in touch. Use the Helpline for answers to your questions about federal assistance; this is the same number you called to register for aid.

Have realistic expectations. You should not expect disaster assistance to restore you to pre-disaster conditions. It is intended to help you get safe, sanitary housing and meet other critical needs so you can begin your long-term recovery.

Read all FEMA letters and documents. Applicants deemed eligible for disaster assistance will receive a letter from FEMA providing guidance on their disaster relief grant. It will tell you about ways the money can be spent in your recovery. Be advised that federal assistance may have to be repaid if it is duplicated by insurance or other assistance received.

Talk to FEMA if you have questions, especially about insurance. If you receive a FEMA letter stating your application has been denied, it often means that one or more aspects of your application require further information or correction. An “INS-Insured” denial does not necessarily mean “case closed,” it means you must first settle with your insurer to prevent any duplication of payments.

Keep FEMA in mind after your insurance settlement. You may have been underinsured and some uncompensated losses may be eligible for some form of disaster aid. Call the Helpline if your insurance settlement is delayed, if it does not cover all of your loss, if you can’t find rental housing in your area, or if your additional living expense benefits are exhausted. Remember, failure to file a claim with your insurer within 12 months can affect your eligibility for FEMA assistance.

Rebuild with disaster prevention in mind. Before starting any repairs or reconstruction, check with local building officials on required permits and inspections. If you were displaced from your home and incurred hotel or motel expenses, save your receipts and check with FEMA on possible reimbursement.

“Many people were affected by the recent ”hundred year’ storm. We strongly urge anyone who suffers from property damage or loss (which even includes the loss of medications, medical equipment or supplies) to act quickly in order to obtain speedy assistance,” noted Diana DiGiorgi, Executive Director of OCES.

Brockton Mayor to Deliver Meals on April 29th as Part of “Mayors For Meals” National Initiative

Brockton Mayor Linda Balzotti will show her support of the Meals On Wheels programs in Broctkon by delivering meals to seniors on April 29, 2010.

Traditionally, “Mayors For Meals Day”, an annual national campaign with participation from more than 1,000 mayors across the country, is held in March on the date designated by the Meals On Wheels Association of America (MOWAA). Due to scheduling conflicts, the event in Brockton is planned for April 29th.

Mayor Balzotti and OCES staff members will deliver the noontime meals to Meals On Wheels clients at their homes.

Old Colony Elder Services (OCES) of Brockton participates in this campaign each year, which is designed to increase public awareness, recruit new volunteers and encourage local fundraising.

“We have many seniors in Brockton who are unable to get to the grocery store or to one of our congregate meal sites. The Meals On Wheels program is absolutely essential to them as they would otherwise not get a nutritious daily meal,” noted OCES Executive Director Diana DiGiorgi.

The Meals On Wheels program serves Brockton residents age 60 and over, as well as disabled residents under 60. Both the Meals On Wheels program and the congregate meal sites rely on help from volunteers. Meals On Wheels currently needs volunteer drivers to deliver meals to elders throughout the Brockton area. Volunteer drivers typically deliver 15-20 meals a day, between 9:30 to 11:30 a.m. and are reimbursed for mileage. Volunteers are needed Monday through Friday, yet they may help out for any number of days per week that they desire.

Volunteers are also needed to set up, bag and distribute meals at the Belair, Manning, Caffrey and Campello congregate meal sites.

Anyone who is interested in volunteering at least two hours per week as a Meals On Wheels driver or as a helper at one of the congregate meal sites, contact Shawn Smith, Nutrition Director at OCES at (508) 584-1561.

Old Colony Elder Services Appoints Katie Bolinder Sandford as Congregate Housing Coordinator

Katie Bolinder Sandford, MACD, has recently joined Old Colony Elder Services (OCES), a non-profit Aging Services Access Point (ASAP), as Congregate Housing Coordinator.

In her new position, Ms. Sandford will be responsible for ensuring that residents in OCES congregate housing sites receive needed support services.  Congregate Housing is a housing option that allows individuals to age in a homelike setting while enjoying the security, companionship, and emotional support that living with others provides.  The goal of congregate living is to help seniors and the disabled remain as independent as possible while living in affordable housing and most importantly to prevent premature institutionalization.  OCES coordinates services for sites in Bridgewater, Marshfield and Stoughton.

Ms. Sandford received a Bachelor of Arts degree in Social Work from Gordon College in Wenham, MA and a Master of Arts degree in Community Development from North Park University in Chicago. Previous to OCES, Ms. Sandford spent four years working with homeless individuals at a drop-in center that she had founded known as the New Community Warming Center. The center is part of the New Community Covenant Church located in Logan Square, Chicago. Ms. Sandford relocated to Brockton, MA and is currently involved with the Brockton Interfaith Community and working on housing issues.

A native of Hanson, MA, Ms. Sandford resides in Brockton with her husband Greg and 10 month old son, Axel.

“It is vital to have the right people in the Congregate Housing Coordinator positions. Katie has the knowledge and experience that is needed. We are delighted to have her on our team,” noted Diana DiGiorgi, Executive Director of OCES.

$5 Fundraising Calendars Help Local Seniors in Crisis Situations – On sale now at Old Colony Elder Services

In an effort to raise money for seniors in crisis situations, Old Colony Elder Services (OCES), a private, non-profit Aging Services Access Point (ASAP) located in Brockton, is now offering Fundraising Calendars for $5 each.

Fundraising calendars are available throughout December and January. Proceeds from the calendars go towards food, fuel and medications for seniors who are on a fixed income and in a crisis situation.

A total of $1,300 in cash prizes will be awarded beginning in February.  One winner will be selected per day. Cash prize values vary.  Winners will be notified by phone and posted online at www.OldColonyElderServices.org.

“Last year, proceeds from the fundraising calendars enabled us to assist a number of seniors including a 66 year old man who had lost his health insurance and could not pay for oxygen and a 90 year old woman who couldn’t pay for heating oil. We hope to raise at least $6,000 specifically for the growing number of seniors who are in crisis,” explained Diana DiGiorgi, Executive Director of OCES.

November is National Family Caregivers Month – Old Colony Elder Services Holds “Caregiver Night Out”

According to the National Family Caregivers Association, more than 50 million people in the U.S. provide care for a chronically ill, disabled or an elderly family member or friend. November is National Family Caregivers Month and to thank and show their support for family caregivers, the Family Caregiver Support Program at Old Colony Elder Services (OCES) of Brockton recently held a “Caregiver Night Out” appreciation event.

Caregiver Night Out was held in the Great Hall at Halifax Town Hall last week and family caregivers were treated to a delicious dinner and pampered with relaxation techniques by the following providers:

· Joanne Salerno of Light Life Massage providing Kriya Massage, Reiki and Energy Bodywork

· Debra Bunszel of Touch The Sole, a Certified Reflexologist and Reiki Master

· Dee Davidson of Simply Soothing Sanctuary, a Massage Therapist and Shambala Reiki Master

· Melanie Cotti of Essential Touch Massage Therapy, a Massage Therapist, Shambala Practitioner and Reiki Master

According to the National Family Caregivers Association, in 2004, there were 650,636 caregivers in Massachusetts alone. That number has grown exponentially, and last year, OCES’ Family Caregiver Support Program delivered services to over 1,250 caregivers, including 11 elders caring for grandchildren.

Those eligible for the caregiver program include caregivers of adults age 60 or older; grandparents and relative caregivers age 55 or over caring for children up to age 18; grandparents and relative caregivers age 55 or over caring for disabled adults age 19 to 59 and caregivers of adults of any age with Alzheimer’s disease.

“Our Caregiver Night Out gives family caregivers a well-deserved, relaxing evening where they can socialize and gain support from their caregiver peers and our agency. They are thrilled to have the opportunity to talk to each other because oftentimes they are so busy caregiving that they become isolated. The hallmark of our program is to make sure that family caregivers know they are not alone,” explained Rochelle Sugarman, OCES’ Family Caregiver Support Program Supervisor.

She continued, “Our Family Caregiver Support Program works diligently to provide one on one assistance to caregivers, guiding them to resources available in the community as well as helping them to plan for current and future caregiving needs.  We really offer an exploration of the caregiving journey and information, education and resources that may be helpful to make this process as smooth as possible.  We want caregivers to know help is available on an individual basis, through support groups and also through trainings on particular topics such as Caregiving 101.”

Old Colony Elder Services, Jordan Hospital and Harbor Point Offer Caregiver Classes in September

Old Colony Elder Services (OCES), Jordan Hospital and Harbor Point at Centerville (a Benchmark Assisted Living Community for the Memory Impaired) will offer a four-week course in September entitled “Powerful Tools for Caregivers”, which will teach caregivers how to take care of themselves.

As part of the national Caregiver Education Series, the Powerful Tools for Caregivers course is designed for individuals caring for older adults who are living at home or in a facility, or who are managing caregiver services from a distance. The four-week class will be held at JordanHospital in Plymouth from 10 a.m. to 1 p.m. on September 8th, 15th, 22nd and 29th.

Harbor Point will provide lunch and if needed, respite can be arranged ahead of time through Cozy Corner Adult Day Program in Plymouth.

The classes will be led by Saran Craig, who has a Master’s degree in Gerontology and is a trained and experienced Master Trainer. She has led 15 Powerful Tools classes for more than 200 caregivers. Rochelle Sugarman of the Family Caregiver Support Program at OCES who holds a Certificate in Aging from the Institute for Geriatric Social Work (IGSW) at BostonUniversity, will co-lead the classes.

The Powerful Tools for Caregivers classes are three hours long and designed to help caregivers build communication skills, lower stress, set goals, make tough decisions, and better communicate with family members and medical providers. Caregivers who attend will utilize relaxation and planning tools; learn to cope with feelings of anger or guilt and learn how to access community resources and solve problems.

Old Colony Elder Services Concerned Over Governor’s Veto of Home Care Funding

Old Colony Elder Services (OCES) one of 27 private, non-profit Aging Services Access Points (ASAPs) in the Commonwealth of Massachusetts, and Mass Home Care are both surprised and disappointed in Governor Deval Patrick’s decision on June 29th to cut another $1.5 million from the state’s ASAPs’ operating budgets.

                                  

Collectively, the state’s ASAPs are responsible for managing the daily care of more than 50,000 seniors just in the home care programs.

 

OCES provides services that support the dignity and independence of elders by helping them maximize their quality of life; live safely and in good health and prevent unnecessary or premature institutionalization. 

 

“Originally, our appropriation for care management was $40.7 million.  With the 9c cuts and now the additional cuts by the Governor, we’ve lost $4.7 million in funding which is going to directly affect the very frail and disabled who need our services in order to remain in their own homes.  Essentially, these cuts will force an increased number of elders into nursing homes.”

 

According to Al Norman, Executive Director of Mass Home Care, the announcement was unexpected because on June 5th, when the Governor released his revised House 1 budget for FY 2010, he did not reduce funding for care management. This means that as of the Governor’s revised budget, this was not a line item that was being targeted. Neither the House nor the Senate chose to cut this line item in their budget versions. The Governor lowered the funding for care managers on his own. 

 

“In a ‘community first’ state, it is somewhat puzzling why services, like care management, would be cut, said Norman.   He continued, “Nursing homes, by contrast, did not see a cut in revenues, only a cutback in their rate of increase.  It appears that community first means community programs get cut first.”
